Public Notice to Bidders

Sealed proposals for Middle Smithfield Township’s “2016 Spring and Fall Clean Up” (the “Work”) will be accepted by the Supervisors of Middle Smithfield Township at the Middle Smithfield Township Schoonover Municipal Building, 147 Municipal Drive, East Stroudsburg, Pennsylvania 18302 until 2:00 p.m. on March 10, 2016. Bids will be opened and publicly read aloud at a regular meeting of the Supervisors on March 10, 2016 at 7:00 p.m.

Bid documents for the work may be obtained at Middle Smithfield Township Schoonover Municipal Center, 147 Municipal Drive, East Stroudsburg, Pennsylvania, during normal business hours between the hours of 8:00 A.M. – 4:00 P.M.., Monday through Friday. Bids must be submitted on the form provided by the Township.

Please note that sealed bid proposals submitted shall identify the “2016 “Spring and Fall Clean Up Bid Proposal” on the front of the sealed bid envelope.

Under the Specifications for the Work, the successful bidder is to provide the required number of containers and all labor, materials, vehicles and equipment to dispose of collected trash, as well as pay all fees associated with disposal.

Contents in the containers will be general trash only.

Metal product(s), tires, computers, computer monitors and televisions will be separated and hauled by the Township.

No hazardous materials or paint cans with contents will be accepted.

Should bidder require any separation of materials, this requirement must be so noted in the bid documents.

Disposal site must be in compliance with Monroe County Solid Waste Management Plan as amended.

The successful bidder shall provide the Township with a performance bond, in a form satisfactory to the Township, within 20 days of contract award, with a surety listed in the United States Treasury’s Circular 570. The surety bond shall be in an amount equal to the price per cubic yard for containers, multiplied by 300.

The Board of Supervisors reserves the right to reject any and all bids, or parts thereof, and to waive informalities, irregularities, or technicalities, including typographical errors, as it deems best in the interests of the Township.

Bids may be held by the Township for period of up to (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract.
