PUBLIC NOTICE NOTICE TO BIDDERS SEALED PROPOSALS will be accepted by the Middle Smithfield Township Board of Supervisors until 2:00 p.m. on Thursday, April 14, 2016 at the Middle Smithfield Township Municipal Building, 147 Municipal Drive, East Stroudsburg, PA 18302 for the following: BASE BID: 21,572 SY of Double Bituminous Seal Coat using a Polymer Modified Emulsion and #8 Stone with a 1.0% Loss by Wash, Surface Category Condition “C”, ADT 500-1000 41,616 SY of Single Bituminous Seal Coat using a Polymer Modified Emulsion and #8 Stone with a 1.0% Loss by Wash, Surface Category Condition “C”, ADT 500-1000 25,609 LF 4″ Double Yellow Center Line with Glass Beads 51,218 LF 4″ Single White Edge Line with Glass Beads All materials must meet PennDOT Publication 408 Specifications and Standards. Bidders must be PennDOT prequalified and must supply proof of prequalification. Proposals must be on forms provided by the Township. Proposal forms, specifications and bid information can be obtained at the Middle Smithfield Township Municipal Building at the above address or by calling 570-223-8920, Monday through Friday, 8:00 a.m. to 4:00 p.m. Bids must be clearly marked “Road Bid Proposal for April 14, 2016” The bid must be accompanied by a certified check or bid bond in the amount of 10% of the bid. The successful bidder will be required to provide Performance and Payment Bonds in the amount of 100% of the contract price within 20 days of the award of the contract. All bids will be opened and read publicly at a regular meeting of the Middle Smithfield Township Board of Supervisors on Thursday, April 14, 2016 at 7:00 p.m., at the Middle Smithfield Township Municipal Building (address above), or as soon thereafter as the agenda allows. The Pennsylvania Public Works Employment Verification Act (Act 127 of 2012) applies to the project. As a precondition of letting any contract, the successful bidder must file a form with the Township verifying that all employees hired after January 1, 2013 are legally eligible to work in this country. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids. The Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informalities, irregularities, or technicalities, including typographical errors, in the bids. PUBLIC NOTICE MIDDLE SMITHFIELD TOWNSHIP PUBLIC HEARING INTENTION TO ADOPT REVISED PROPOSED ZONING ORDINANCE AMENDMENT
The Board of Supervisors of Middle Smithfield Township, Monroe County, Pennsylvania, hereby gives public notice of its intention to consider for adoption, and if appropriate adopt, the following proposed Ordinance at its regularly scheduled meeting to be held on March 10, 2016, at 7:00 p.m., in the Township Municipal Building, 147 Municipal Drive, East Stroudsburg, Pennsylvania. A public hearing will be held at the aforesaid meeting to consider the proposed Ordinance, and all interested persons are hereby given notice to attend the meeting and to offer such testimony in relation to the proposed Ordinance as they desire. The title and summary of the Ordinance is as follows: AN ORDINANCE OF THE TOWNSHIP OF MIDDLE SMITHFIELD, MONROE COUNTY, PENNSYLVANIA, AMENDING THE CODE OF ORDINANCES OF THE TOWNSHIP OF MIDDLE SMITHFIELD, AS HERETOFORE AMENDED; AMENDING PART II, “GENERAL LEGISLATION”, CHAPTER 200 “ZONING”; PROVIDING USE CATEGORY B2, DWELLING, APARTMENT COMPLEX, SHALL BE A CONDITIONAL USE IN THE C1 AND C2 ZONING DISTRICTS; ADDING A DENSITY LIMITATION AND OTHER SUPPLEMENTARY REGULATIONS FOR USE CATEGORY B2, DWELLING, APARTMENT COMPLEX; AMENDING THE REQUIREMENTS OF AN H8 NO-IMPACT HOME-BASED BUSINESS AS AN ACCESSORY USE; AMENDING AND RESTATING SECTION 081-050, ENFORCEMENT; AND PROVIDING FOR OTHER MISCELLANEOUS MATTERS. The proposed Ordinance makes miscellaneous amendments to the Township’s Zoning Ordinance, including, without limitation, providing Use Category B2, Dwelling, Apartment Complex, shall be a conditional use in the C1 and C2 Zoning Districts; adding a density limitation and other supplementary regulations for Use Category B2, Dwelling, Apartment Complex; amending the requirements of an H8 No-Impact Home-Based Business as an accessory use; amending and restating Section 081-050, Enforcement; and other miscellaneous matters. On December 28, 2015, the Township Board of Supervisors previously considered for enactment, and held a previous public hearing on, a prior version of the proposed Ordinance. Revisions were made to the proposed Ordinance based on comments received during the public hearing or from the Township and County planning Commissions. The revised proposed Ordinance is being advertised for a public hearing and possible enactment. The following revisions were made to the prior proposed Ordinance: Use Category B2, Dwelling, Apartment Complex, was changed from a permitted use to a conditional use in the C1 Zoning Districts and added as a conditional use in the C2 Zoning District; the maximum density for Use Category B2, Dwelling, Apartment Complex, was changed from 4 to 6 dwelling units, per acre of adjusted tract area; additional supplementary regulations were added to Use Category B2, Dwelling, Apartment Complex, including, without limitation, that units shall not be leased for periods shorter than 30 days, a sidewalk or pedestrian path shall connect the building to a street, 20 percent of total land area shall be landscaped, maintained with existing vegetation and trees, or improved for outdoor recreation uses, exterior accessibility shall be reviewed by local fire officials, an architectural elevation of the proposed building shall be provided, building entrances shall include elements for weather protection, rooftop heating and air conditioning equipment shall be screened, and the building shall be served by public water and sewer, unless excepted; and revisions were made to the amended Section 081-050, Enforcement for purposes of clarity. A complete and true copy of the proposed Ordinance is on file and may be examined, without charge or obtained for a charge no greater than the cost of reproduction, by the public at the Middle Smithfield Township Municipal Building, 147 Municipal Drive, East Stroudsburg, Pennsylvania, during the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday.
