 Middle Smithfield Township Supervisors have adopted the International Building Codes effective January 1, 2004 as required by Pennsylvania Uniform Construction Code - Act 45. 

Guardian Inspection Services, Inc. has been appointed to implement the construction code program. The building code official is in the building department daily to assist you. 

  • 2003 International Building Code              
  • 2003 International Residential Code, including appendix F (radon) and appendix G (swimming pools, spas and hot tubs).
  • 2003 International Fire Code
  • 2003 International Plumbing Code
  • 2003 International Mechanical Code
  • 2003 International Fuel Gas Code
  • 2003 International Code Council Electric Code

A complete set of these codes is available at the township building department for review during normal business hours. 

The permit process is well organized and less complicated than it appears. We will work diligently with you throughout this process. Our goal is to issue your building permit in a timely manner. 

THE SIX STEPS TO THE PERMIT PROCESS

- Pick up permit applications, handouts and other information concerning the Construction Code, local requirements and fees prior to beginning any construction or home improvement project.     

If zoning is in place, make sure that your project plans meet all requirements.   

- The Code Inspection Office will assist you with this determination.

- For an initial discussion bring a sketch of your proposed project to the office. Your submittal can be reviewed and adjusted to meet building requirements. Our personnel will suggest helpful ideas or supply code information to aide you in the plan review process. 

- Permit applications can be submitted by either the homeowner or the contractor. 

 

    SUBMISSION OF YOUR PERMIT, APPLICATIONS, PROJECT PLANS AND PAYMENT.

To begin the plan review process, bring the following to the Construction Department: 

- Completed application

- Two (2) copies of the project plans

- Any other necessary documents (approvals, certificate of insurance)

- Some remodeling projects and smaller jobs will need an application. Please consult with our staff to determine whether drawings are necessary. 

- The length of time for the plan review process may vary.

- The building permit for some smaller projects can be issued almost immediately. 

- New residential constructions and additions may take approximately three days. 

- Larger commercial projects may take longer.

 

Once your application is deemed complete and your plans have been approved, your permit will be issued. 

- Construction may not begin until a permit has been issued

- One copy of your approved project plan will be retained by the construction code office and the second copy must be on the job site at all times for inspector field reference. 

- Permits expire if the construction project is not complete within five years from date of issuance. you must have inspections showing substantial progress of the project at intervals of no more than 180 days. 

- If no building has progressed on your project for 180 days, you may request an extension in writing. 

- If your permit expires, additional fees may be assessed.

Must be inspected prior to placement of concrete.
Rough plumbing

Mechanical

Rough electrical

Shall be made prior to covering or concealment, prior to installing any fixtures, and prior to the framing inspection.
Frame

Masonry

Shall be made after the roof, masonry, all framing, fire-stopping and bracing are in place and after the plumbing, mechanical and electrical rough inspections are approved.
Final building

Final mechanical

Final electrical 

Shall be made after all permitted work is complete and prior to occupancy.

  • Additional inspections for multi-family and non-residential projects may be necessary. Our staff will advise you if additional inspections are required. 
  • Upon completion of each inspection, the inspector will indicate whether or not approval is granted. If the inspection IS approved, the next phase of your project may commence. If the inspection is NOT approved, the inspector will indicate, in the writing, the reasons for the disapproval and issue you or your contractor a copy of the violations.
