The Middle Smithfield Township Supervisors adopted the International Building Codes effective January 1, 2004 as required by Pennsylvania Uniform Construction Code - Act 45.

Middle Smithfield Township Construction Code Official

Dave Manter has been appointed the Construction Code Official by the Middle Smithfield Township Supervisors to implement the Construction Code program. Dave can be contacted by calling the Municipal Center at 570 223-8920, Fax to 570 223-8935.   Please keep in mind that he is often in the field doing inspections, but will always get back to you as soon as he can.

PA Attorney General Special Notice to Contractors-Must Read-Requires Registration by July 1, 2009.  This law requires that all contractors who perform $5,000 or more in home improvements in a year must register with the Attorney General's Office.  Please read HERE.  Home improvement contractors will pay a non-refundable application fee which is renewable every two years.  Upon approval by the Office of Attorney General, a contractor will receive a certificate and a registration number that must be displayed in all advertisements, contracts, estimates and proposals with consumers in the Commonwealth.  Visit www.attorneygeneral.gov for more information.

THE PERMIT PROCESS

The permit process is well organized and less complicated than it appears.  We will work diligently with you throughout this process.  Our goal is to issue your building permit in a timely manner. 

- Pick up or download permit applications, handouts and other information concerning the Construction Codes, local requirements and fees prior to beginning any construction or home improvement project.     

If Zoning is in place, make sure that your project plans meet all requirements.   

- The Code Inspection Office will assist you with this determination.

- For an initial discussion bring a sketch of your proposed project to the office. Your submittal can be reviewed and adjusted to meet building requirements. Our personnel will suggest helpful ideas or supply code information to aide you in the plan review process. 

- Permit applications can be submitted by either the homeowner or the contractor. 

-Once your application is deemed complete and your plans have been approved, your permit will be issued. 

- Construction may not begin until both a Zoning and Building Permit have been issued.

- One copy of your approved project plan will be retained by the construction code office and the second copy must be on the job site at all times for inspector field reference. 

- Permits expire if the construction project is not complete within five years from date of issuance. You must have inspections showing substantial progress of the project at intervals of no more than 180 days. 

- If no building has progressed on your project for 180 days, you may request an extension in writing. 

- If your permit expires, additional fees will be assessed.

  • Additional inspections for multi-family and non-residential projects may be necessary. Our staff will advise you if additional inspections are required.
  • Upon completion of each inspection, the inspector will indicate whether or not approval is granted. If the inspection IS approved, the next phase of your project may commence. If the inspection is NOT approved, the inspector will indicate, in the writing, the reasons for the disapproval and issue you or your contractor a copy of the violations.
