Eastern Monroe Regional Park Commission

The regular meeting of the Eastern Monroe Regional Park Commission was held on

Monday, 19, 2008 at 7:37 pm in the Middle Smithfield Township building with the following members present:  representing Smithfield Township were Leslie Underhill, Vince Della Fera – Smithfied Supervisor Chip McGloin and Doyle Nelson. Representing Middle Smithfield Township were Al Decker and Judy Summers

 

Doyle moved that the April minutes be approved and Chip seconded.

 

Leslie spoke with Steve Carey and the sign for River’s Edge will go up soon.  The road work crew has been very busy and the sign will happen next.  Steve will be speaking with Ron Clewell at Middle Smithfield regarding the maintenance of Mt. Nebo – this will include grass cutting and trimming work.  River’s Edge Park will be maintained by Smithfield .  The clean-up at River’s Edge went well.  Leslie reported that the signs for Frisbee golf will be changed and instead of yard measurements on the signs distance will be indicated in feet. 

 

Joyce Bush and the Dog Park Committee attended the meeting (5 members).  Joyce introduced Chris and Odie who have joined the committee recently and they are interested in helping with fund raising.  (see attachment 1).  Joyce asked if the dog park site could be used for a fund raising event.  Discussion followed.  Leslie reminded the Dog Park committee that there are no sanitation facilities at this site now.  Porta-potties might work and should be researched.  Doyle suggested that the Dog Park committee plan an event that would be an all-day happening.  Discussion followed.  Vince reminded everyone that if the event were planned that all monies must go to the Dog Park.  Business individuals and/or organizations could not profit from this event – ALL MONEY COLLECTED MUST BE CONTRIBUTED TO THE DOG P {ARK COMMITTEE!!!

 

Vince reported that some of the concerns regarding the Dog Park are environmentally driven, i.e. people will not pick up after their dogs, droppings will pollute the Brodhead Creek, etc.  Doyle reminded all that prior to present day this site was a riding stable with approximately 20 horses.  Discussion next moved to the dog park field.  Leslie suggested that grass might not be the best surface, however the commission will endorse what is there now and that can be altered as we move forward if monies are available.  Joyce and the Dog Park committee will try to attend the next Smithfield Board of Supervisors meeting.

 

Doyle presented Professor Joe Gingerich’s (University of Wyoming) request for a one week dig at the archaeological site (see attachment 2).  Discussion followed.  Ownership of this site rests with Smithfield Township.  Doyle recommended that Smithfield Township accept and sign the artifact agreement.  Chip seconded.

 

Mt. Nebo dam was discussed.  All were in agreement that this dam is in need of repair and that the last work in 2004/2005 a siphon pipe has held up well.  Dam repair could conservatively be $200,000 - $300,000.  Vince had no report on the Mt. Nebo signs.

 

Doyle moved to adjourn at 9:25 pm.  Chip seconded.
