MIDDLE SMITHFIELD TOWNSHIP
NEW COMMUNITY BUILDING
Sealed bids for the construction of a new Community Building will be received by the Middle Smithfield Township Board of Supervisors at their offices, at 147 Municipal Drive, East Stroudsburg, PA 18302 (the “Township Building”), until 2:00 p.m., prevailing time, Wednesday, March 13, 2019. Sealed bids received will be opened and read aloud at a special meeting of the Middle Smithfield Township Board of Supervisors at 7:00 pm, prevailing time, Wednesday, March 13, 2019, at the Township Building.
The Project consists of the construction of a new, 12,465 square foot one story building with partial basement. The building consists of 9,015 square feet on the first floor and 3,450 square feet on the basement level. The basement level includes a commercial kitchen, showers, toilet facilities and storage areas. The first floor consists of a library, community center and central common area. Bids shall be on a lump sum basis as indicated in the Contract Bid Form.
Bids must be submitted on forms provided by the Township. All bidding documents (the “Bid Specifications”) are available electronically at no cost by contacting Sedler Design & Redevelopment, LLC by sending an email to firstname.lastname@example.org or by calling #484-358-3243.
A pre-bid meeting will be held at the Township Building on Friday, February 22, 2019 at 10:00 am. The Community Building project is required to be completed no later than November 22, 2019.
Each bid shall be submitted in accordance with the Bid Specifications and must be accompanied by a Bid Bond or Certified Check, amount payable to Middle Smithfield Township, for not less than ten percent (l0%) of the Bid. Each bid must be enclosed in a securely sealed opaque envelope and endorsed: “Community Building” with the name and address of the Bidder clearly marked on the envelope. Any bid bond shall be with a Surety company or companies as are listed on the U.S. Treasures Circular 570 and authorized to perform services in the Commonwealth of Pennsylvania.
The successful Bidder shall be required to furnish bonds for Performance(100%), and Payment(100%), in such form as meets the approval of the Township and having as security thereon such Surety company or companies as are listed on the U.S. Treasures Circular 570 and authorized to perform services in the Commonwealth of Pennsylvania, prior to award of a contract, in accordance with the Public Works Contractor’s Bond Law of 1967, Act of December 20, 1967, P.L. 869,8 P.S. 191 et Seq..
Proof of required insurance, including without limitation workers’ compensation coverage, must also be submitted.
Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. Bidders must bid on all items contained in the bidding documents.
The Contractor shall be required to pay wages in accordance with the PA Department of Labor and Industry Prevailing Wage Determination and execute Contract documents satisfactory to Township.
The Pennsylvania Public Works Employment Verification Act (Act 127 of 2012) applies to the project. As a precondition of letting any contract, the successful bidder must file a form with the Township verifying that all employees hired after January 1, 2013 are legally eligible to work in this country.
The Middle Smithfield Township Board of Supervisors intends to award the contract to the lowest responsible bidder, but the Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informalities, irregularities, or technicalities, including typographical errors, in the bids.
